Installing Apache on Ubuntu Feisty Fawn?

I am trying to install Apache 2.2.6 on a remote computer (without internet access) running Ubuntu 7.04 Feisty Fawn. However, when ever I try to configure it using this command (in the terminal) "./configure --enable-module=so", I get this error message "C compiler cannot create executables" Can anyone help me?
