Wife worried that if my hubby and I don't have enough, our marriage will fail.?

My husband and I have been married 6 months. We fooled around and did everything but before we got married but we waited to have actual until our honeymoon. Now I feel like I am always the one asking him for and he is the one saying no. He is always touching me and messing around with me (I can't bend over to pick up a pencil without him right behind me) so I know he is attracted to me. But when it comes to actually having , he almost always says no. We have no more than twice a month. It isn't an issue of erectile dysfunction because he masturbates (usually while touching me at the same time) almost every day. About 3 times a month he expertly gives me so it isn't like he doesn't care about my needs. He says he says no to because he works long and hard hours. He works at a manufacturing job so it is very physically demanding. I know he is tired but I feel like if he has the energy to masturbate, he has the energy to have . Am I wrong in thinking 2x a month is way too low? It isn't like we have kids or roommates and we aren't old- we are in our mid twenties. Even though we are madly in love, I am scared that if we continue to have so infrequently, our marriage will fail. Am I crazy in thinking this?
