Is razor wire illegal in campgrounds?

we live next to the koa campgrounds in california near sacramento. my boyfriend discovered the razor wire near the play ground. he unfortunately ran into it and cut up his leg and arm. it's along the length of the fence but its also running vertically in the middle of the fence where a hole used to be. some how i don't think this is legal. any answers?
